The main department of the USA on taxation - the
Service of internal incomes (SVD) - declared renewal of the program giving
chance to Americans to confess in shelter of the means abroad and to avoid
thereby prison term. As head SVD has warned Douglas Schulman, "if we
expose someone before they will come to us voluntary, consequences will for
them much the worst".
To the tax defaulters who have hidden the money in
offshore banks, it is offered to pay the penalty at the rate to 27,5 % from a
total sum stored on foreign accounts, and also to extinguish the debts under
taxes and the run percent for last eight years. For those who has hidden abroad
no more than 75 thousand dollars, the penalty will make 12,5 %. In turn the
authorities undertake not to pursue confessed in a criminal order which assumes
prison term and even more severe fines.
The program about which there is a speech, has been
initiated in March, 2009. At first to defaulters it has been given for a
repentance of 6 months, then this term has been prolonged till October, 15th.
About 18 thousand persons then have voluntary opened the accounts in more than
100 banks in seven tens countries.
In 2011 similar efforts from the government have led
to that 15 thousand more taxes due from them have agreed to pay Americans. In
aggregate in treasury have arrived 4,4 billion dollars. As Schulman earlier
marked, number of the Americans who have admitted tax sins, has surpassed
expectations of employees SVD.
In the Congress of the USA struggle against tax infringements
is conducted, in particular, by constant senatorial subcommittee on
investigations. Its chairman Charles Levin, making comments on work SVD on the
given direction, specified that "thousand other tax bearers, still,
disappear in a shade".
As he said, it is necessary to pass such law which
would allow to return in treasury those of 100 billion dollars which it, by
estimations of experts of the Congress, annually misses.
